How to Apply for a Personal Licence in England and Wales



1. Check Your Eligibility

Before applying, ensure you:

  • Are 18 years or older
  • Hold an accredited Personal Licence qualification
  • Have no relevant criminal convictions that could prevent licence approval

2. Complete Accredited Training

  • Undertake a Level 2 Award for Personal Licence Holders course
  • Pass the exam to obtain your qualification certificate, which is required for your application

3. Prepare Your Application Documents

You will need to gather:

  • Completed application form from your local council
  • Disclosure of Convictions and Declaration form
  • Two passport-style photographs (one certified)
  • Basic Disclosure certificate (DBS or Disclosure Scotland) issued within the last 28 days
  • Copy of your licensing qualification certificate
  • Proof of right to work in the UK

4. Submit Your Application

  • Send your application to the local council where you live
  • Pay the application fee (£37)
  • The council will review your application and may consult with the police

5. Await the Decision

  • If approved, you will receive your Personal Licence
  • Keep your licence safe; you must notify the council of any change of name or address
  • With a Personal Licence, you may act as a Designated Premises Supervisor (DPS) for licensed premises
