The SCPLH or to give it it's formal title, The Scottish Certificate For Personal Licence Holders, was introduced in Scotland following the Licensing (Scotland) Act 2005 becoming law, September 2009, making it a provision to regulate the sale of alcohol and for regulating licensed premises and other premises on which alcohol is sold.
What does the qualification cover?
The syllabus is set by the Scottish Government to enable candidates to understand the law in relation to:
the roles, responsibilities and functions of Licensing Boards and Licensing Standards Officers
the application process for a personal licence
the application process for premises and occasional licences, mandatory & discretionary conditions
protection of children from harm
the content and purpose of a risk assessment
drunkenness and disorderly behaviour
licensed hours
control of order
the responsible retail sale of alcohol
roles and responsibilities of the personal licence holder and the penalties relating to failure to comply with the law
unauthorised activities
rights of entry to licensed premises
the strengths of alcoholic drinks and the effects of alcohol on the human body.
How long is the training course?
The SCPLH is a full day's training + exam (multiple choice) and the Refresher Course is 1/2 day + exam (multiple choice). Get in touch here to get latest dates, venues and cost.
Training is supported by a handbook which is written in an easy to follow format covering all the information needed for the exam.

You will have to comply with exam conditions by using a webcam.

To maintain your personal licence, you must undergo refresher training every 5 years, or indeed if your personal licence is up for renewal at the end of its 10 year period then you MUST renew your licence by successfully completing the Refresher course.
